On March 19, 2019, the 7th meeting of the Central Committee for Deepening Reform passed the "Opinions on Deepening Fire Law Enforcement Reform". The meeting emphasized the need to deepen the reform of fire law enforcement, innovate regulatory methods, strengthen source governance, deepen streamlining administration and delegating power, resolutely eliminate various unreasonable thresholds and restrictions, strengthen in-process and post event supervision, standardize law enforcement behavior, promote the disclosure of all fire law enforcement matters to the society, build a fire supervision and management system, and ensure the continuous and stable improvement of fire safety situation.
On July 8, 2019, the Ministry of Emergency Management publicly responded to the proposal on promoting the construction of smart fire protection nationwide. The response clearly states that the Emergency Management Department is drafting an information technology construction plan (2019-2022) to accelerate the construction of smart fire protection, urge localities to fully utilize sensing devices such as remote monitoring, temperature sensors, fire smoke monitoring, water pressure monitoring, and electrical fire monitoring, and expand the monitoring and sensing coverage of fire protection facilities and fire inspection and self inspection work.
On July 30, 2019, a notice was issued on the implementation of the "Announcement of the Emergency Management Department of the State Administration for Market Regulation on Cancelling Compulsory Certification of Some Fire Products", fully relaxing the restrictive access system for fire products.
From a policy perspective, smart firefighting has been elevated to a strategic level at the national level, and it will become the most powerful lever to drive the upgrading of the firefighting industry.
On the other hand, urbanization is becoming a new engine for China's development. In 2019, China's urbanization rate exceeded 60%, and the Institute of Urban Environment, Chinese Academy of Social Sciences predicts that by 2030, China's urbanization rate will reach 70%. China's urbanization still has great development space and potential. The urbanization process in our country is steadily advancing, and a large number of urban buildings, office buildings, residential houses, etc. need to be newly built, expanded, and renovated to drive the steady growth of the smart fire protection industry.
In recent years, with the development of social economy and the continuous occurrence of various malignant fires, as well as the increase in fire prevention publicity and management efforts, residents have become increasingly concerned about the safety of life and property, and the overall fire prevention awareness in society has gradually improved. The increasing demand for fire safety protection among people has also driven the development of the smart fire protection industry.
With the advancement of technology, intelligent fire protection comprehensively utilizes ten emerging technologies such as the Internet of Things, big data, and cloud computing to intelligently perceive, identify, locate, and track the status of intelligent fire protection facilities, equipment, personnel, etc. It realizes real-time, dynamic, interactive, and integrated fire information collection, transmission, and processing, providing information support for fire supervision and management and firefighting rescue, improving the level of socialized fire supervision and management, transforming traditional passive fire protection into intelligent prevention, and providing strong technical support for the development of intelligent fire protection.
